The Transforming Care Programme was brought in after the abuse at Winterbourne View was highlighted, where people with learning disabilities and autism were in a secure mental health assessment and treatment unit.Today, there are still people in secure units, often many miles from their homes and families, who have been in hospitals for many years, with no prospect of release.Norman Lamb highlighted the human rights abuses.
Sadly, there was only a handful of MPS attending this debate, which is shocking.
